From the Desk: Brace Yourself for more Chassis Changes! 

In the past, I have provided some details about the changes that occur on the chassis landscape due to the emission changes implemented by the EPA and CARB. I wanted to provide some further detail since we are mid-year 2024 and more changes are ahead for many other states.  

First, I want to provide some details on the three main regulations that are driving the changes. Engine manufacturers in 2024 were required to meet the CARB Omnibus standards. The EPA has a heavy-duty low NOx standard that is set to go into effect for the US in 2027. The second piece of the puzzle is what it called Advanced Clean Trucks (ACT). This impacts vehicle manufacturers as they must produce and sell a certain percentage of zero emission vehicles (ZEV) each year. The last piece is Advanced Clean Fleets (ACF). Fleets must purchase a given amount of ZEV starting in 2024 (CA) or meet ZEV milestone thresholds with their fleets starting in 2025. Trying to put this in more common terms, CARB Omnibus impacts the manufacturers with changes to the machine to help control emissions. This potential affects cost and chassis availability. ACT impacts them as well as they can not sell an ICE product into affected states without selling a ZEV and earning credits. ACF impacts you as a fleet operator. While this part of the regulation has been adopted, enforcement is still being developed.  

We know that all the regulations went into effect in California this year (2024). Starting in 2025, Oregon and Massachusetts will fully adopt all the regulations (Omnibus, ACT, ACF). New York, New Jersey, and Washington are adopting the ACT mandate.  

What does this mean for you? This potential will impact the availability of the chassis that you currently use for your trucks. Some manufacturers have decided to sunset certain engine/chassis packages to meet the newer emission guidelines. Available power from the chassis or torque curves could change. You may have to consider purchasing an electric truck for an aspect of your operations to get credits to buy an ICE chassis.  

As with anything there are always possible changes as we journey down the path to Net-Zero, but all indications are the train will continue to roll down the path, it may just slow a bit as other milestones come closer. Note that EPA and CARB have agreed to start aligning in 2027 on regulations.  

I wanted to provide you with this information so that you can start to strategically look at your replacement schedules to make sure you are ahead of the changes.
